I don't know what kind of processor you have, but 70c and over is the thermal trip for some processors. I suggest Re-seating your heat sink and check the temps again. Make sure the cables connected to your hardware are somewhat neat. If they are sloppily laid out, it'll cause air flow problems.

depends on the power plan, on high performance it can heat up enough to burn my skin if i touch the metal near the hard drive

My CPU (Q6600 OC to 3.4Ghz) run at around 65 degrees under load. If 70 degrees is your idle, then definitely do something about it, it's not normal.

My notebook has regular 70-78 C. But when i start games it has like 80 - 90 C depends than on the game iam playing. Because of those temperatures i did buy a notebook cooler for cpu and mainboard hardware.
regular: (70-78 => 60-50)
games: (80-90 => 80-70)

Only if you have the PSU to support it and the attention to detail that it requires to keep your loops clean. Personally, high quality air cooling FTW. I'm currently using a Kingwin XT-1264 with a modified Push/Pull setup with the stock fan and a 70CFM 120mm generic fan with great static pressure. Keeps my Athlon II X4 630 at 3.5Ghz running at 17C idle and never passes 38C load. Not bad if I do say so myself

The temperature is hudge problem. For one procesor the temperature 65C is too much(Athlon 64 Venice), while for the other one[Pentum D(mixing of two presscots in one)] it is total usual temeprature without any overclocking, and max is about 90C.
At the moment I have Core 2 Quad Q8300 and it have never seen more that 48C with cooler from low end(<20$)(not known company - pentagram, well known mostly in Poland)
Some programs like Core Temp shows maximum teperature for that processor, if you have above it, pc just switch off .
