i disagree, the "should I" or "shouldnt I" attitude comes before the action, after the action is complete, then we say, "can do" or "cant do". In a sense theyre both linked.

that´s hard... well, i haven´t been through all the stuff between the soviet union and the u.s.a, but i´ll say i disagree, cause if bringing back the soviet union would mean war again (being innocent), it wouldnt be really nice
