Hello, this is one of your resident lurker Administrators here.
On February 6, 2010 at 12:00PM GMT, code will go live which requires a minimum of 15 posts in order to view the OST downloads section.
Activity is dwindling as you may have noticed. In light of this as well as everyone saying they want something to be done, we will again institute a required post count in order to access the OSTs. Feel free to discuss this change below.

I overslept
Registered Users cannot download from the OSTs section, but Active Users can. Those who have over 15 posts have already been added to the Active Users usergroup. Only 909 people fit into that group, so get to posting the rest of you! If you get to 15 posts, the system will take one hour to move you into the Active Users usergroup.
NOTE: If you break any of the forum rules to achieve your 15 posts (which includes SPAMMING) expect an instant ban. You've been warned. - Kotsu

Every time I've checked someone's account that complained about not being able to download after 15+ posts, they've already been granted download permissions - hence, be patient.

Yea.. Where is X.. I do prefer the point system, and the 15 min posting before download.. although i the few who wasnt active since the downtime period.
